The wealth in the top Hamas leadership is reported to come from various sources including Qatar, which has been allegedly supporting them with financial aid.

While Palestinians in the Gaza Strip scramble for essential needs such as medicine, food and shelter amid the carnage following the October 7 surpise attack on Israel, the top leadership of Hamas is reportedly living a life in opulence in a sanctuary far from Gaza, a coastal Palestinian enclave for which they claim to have been fighting the war. Majority of over 2 million population of Gaza live in dire poverty.

Three top leaders of Hamas alone have a staggering fortune of $11 billion, according to a report by New York Post. Ismail Haniyeh, Moussa Abu Marzuk and Khaleed Mashal have been maintaining their luxury lifestyle in Qatar, a relatively small yet powerful emirate in the Middle East, which provided a safe haven for them. Notably, the country also has a significant presence in the American military.

The wealth in the top Hamas leadership is reported to come from various sources including Qatar, which has been allegedly supporting them with annual financial aid, which is purported to benefit the top brass to maintain control in Gaza.

The report said all three leaders were seen frequenting diplomatic clubs and travelling private jets. The Israel embassy in the US also shared a post on X (formerly Twitter) giving a breakup of how much each of the top three leaders is worth.

Haniyeh and Mashal are worth $4 billion, and Marzuk is worth $3 billion. It further said that Hamas' annual turnover is $1 billion.

Meanwhile, in a series of interviews, the Hamas' top leadership expressed little desire to govern Gaza, instead, they wanted the war with Israel to remain permanent.

"I hope that the state of war with Israel will become permanent on all the borders and that the Arab world will stand with us," Hamas' media advisor Taher El-Nounou told NYT.

Hamas’s leadership openly embraces its lavish lifestyle, staying at five-star hotels in Qatar and Turkey and flying internationally on private jets, even as Palestinians in Gaza fight over humanitarian aid in the terrorist-ruled enclave.


 

  “A good life is a sign of success and power,” IDF Brig. Gen. (res.) Yosef Kuperwasser, senior research fellow at the Jerusalem Center for Public Affairs, told JNS. 

And it isn’t just the Hamas leadership abroad, he added.

“I have been once or twice to the Kerem Shalom crossing [with Gaza]. You would not believe the number of jacuzzis going into the Strip,” he said.

The cumulative net worth of Hamas’s top leaders abroad—Ismail Haniyeh, Moussa Abu Marzouk and Khaled Mashaal—is estimated at $11 billion, and they do not hide their taste for the high life.

For instance, images of Mashaal enthusiastically playing ping-pong or pedaling on a stationary bike at luxurious hotel fitness centers have gone viral on social media since Hamas’s Oct. 7 massacre.

This prompted Bill Gates, who owns a stake in the Four Seasons hotel in Doha, to confirm publicly that Mashaal was not staying at the property, whose higher-end offerings include sea-view suites at $900 per night.

“Hamas’s leadership both inside and outside Gaza steals money from Gazans, who live in bad conditions, to build military infrastructure and for private purposes, including to maintain their expensive lifestyles,” said IDF Maj. Gen. (res.) Yaakov Amidror, former national security adviser to Prime Minister Benjamin Netanyahu.

 

But where does the terror group—the second richest in the world—get its $2 billion annual budget from?

The Palestinian Authority

The Palestinian Authority transfers to Gaza approximately 33% of its total annual budget. These funds are theoretically meant to pay the salaries of Fatah officials, as well as for various goods and services for residents of the Strip, such as water, electricity and medical treatment.

Since Hamas ousted Fatah from Gaza in a 2007 internecine war, tensions between them have produced several diplomatic conflicts and subsequent failed reconciliation efforts.

The P.A., which Israel previously accused of paying the salaries of some Hamas terrorists in the Strip, maintains infrastructure and a certain level of influence inside the enclave through its financial contributions.

Taxation

Hamas also raises hundreds of millions of dollars annually from taxes imposed on goods arriving through the Rafah crossing with Egypt and the Kerem Shalom crossing with Israel, in addition to tariffs on contraband entering the Strip through vast networks of smuggling tunnels.

Iran

Contributions from Iran to the terror organization are estimated at $250 million each year since 2014.

Hamas has since its inception in 1987 received significant support, including weapons and training from Tehran.

At first, Hamas tried to preserve relative independence but following the death of Sheikh Ahmed Yassin in May 2004, Khaled Mashaal sought to increase funding from Islamic Republic significantly.

Iran’s financial and military support to Hamas has continued to grow steadily over time, especially after the terror organization took control of Gaza in 2007.

Hamas ran into a disagreement with Iran over the former’s opposition to Syrian President Bashar al-Assad during the civil war.

However, Iranian funding for Hamas never completely stopped. By early 2014, relations between Hamas and Iran started to get back on track.

It is largely believed that Iran’s terrorist programs, and its dedicated effort to arm and finance Hamas, enabled Hamas to launch its Oct. 7 assault on southern Israel which killed 1,200 people.

Charity

Hamas also collects hundreds of millions of dollars from various aid groups and its web of so-called charitable organizations.

 

From 2014-2020, U.N. agencies spent nearly $4.5 billion in Gaza. More than 80% of that funding is channeled through the U.N. agency for Palestinian refugees, who make up three-fourths of the enclave’s population.

In November, Berlin took steps towards prohibiting any Hamas activity on German soil, including banning charities with links to Hamas, such as the Samidoun Palestinian Prisoner Solidarity Network.

Later that month, an investigation by Focus on Western Islamism (FWI), an organization that works to expose Islamist extremism and finances, revealed that over $260 million were raised by Hamas-aligned charities in the United States.

Qatar

Since 2018, Qatar has also been transferring tens of millions of dollars in cash monthly to Hamas, at one point reaching nearly $400 million per year.

“It was the Israeli government’s policy to allow Qatar to send funds to the Gaza Strip,” explained Brandon Friedman, a senior research fellow at Tel Aviv University’s Moshe Dayan Center for Middle Eastern and African Studies. “The thinking was that it would buy quiet.”

For Qatar, “Maintaining…longstanding ties to terror organizations is part of the country’s grand strategy,” said Friedman.

Over the years, Qatar has hosted members of Al-Qaeda, Islamic State and the Taliban, having mediated the U.S. withdrawal from Afghanistan.

“Giving terror groups a safe haven is a form of security for Qatar. It insulates the royal family. In the past, terror groups targeted ruling families in the Gulf countries, but never in Qatar,” added Friedman.

Doha also spreads Hamas propaganda through its state-run Al Jazeera network.

Qatar’s ties to Hamas made the country a key mediator in the negotiations that led to a ceasefire deal between Israel and the Palestinian terror group, making Doha a valuable player in the international community.

However, voices have started calling on Washington to reassess its relationship with Doha.

Last month, congressman Andy Ogles (R-Tenn.) introduced the Trust But Verify Act, which would  temporarily suspend the state of Qatar’s status as a Major Non-NATO Ally until such time Doha renounces support for terror groups, including Hamas.

Such a reassessment could include moving the U.S. Air Force from Doha to Bahrain, where the U.S. Navy’s Fifth Fleet is currently hosted.

The largest U.S. military base in the Middle East, Qatar’s Al Udeid Air Base hosts 11,000 U.S. military personnel.

It could also lead to the freezing of assets of Hamas’s enablers.

“Hamas misused Qatari hospitality to celebrate the murder of more than 1,200 Israelis,” said the JCPA’s Kuperwasser.

“You can’t be on the one hand a major non-NATO ally of the United States, and at the same time provide excellent living conditions to the leadership of a terror organization responsible for the most horrific, barbaric attack of all time,” he added.

According to Yoel Guzansky, a senior fellow at the Tel Aviv-based Institute for National Security Studies, Doha could be persuaded to change tack.

However, he added, “If Qatar expels Hamas leaders, they will do it gently, quietly and not necessarily right now, in order to save face.”

Turkey

Turkey’s ties to Hamas, on the other hand, stem from a concerted policy implemented by longtime President Recep Tayyip Erdogan.

“Hamas is not a terrorist organization, it is a liberation group, ‘mujahideen’ waging a battle to protect its lands and people,” Erdogan told lawmakers from his ruling AK Party during a parliament speech on Oct. 25.

Around the same time, Ankara vehemently denied rumors of having asked Hamas leaders to leave the country. In fact, Erdogan’s government reportedly provided them with Turkish passports.

Earlier this year, Israel seized 16 tons of explosive materials originating in Turkey and bound for Gaza.

“It is very unlikely that Turkey would ever expel Hamas. U.S. pressure might even be counterproductive in this scenario,” TAU’s Friedman said.

Hamas’s military capabilities

What doesn’t go to subsidizing its leadership’s lavish lifestyles, Hamas spends on terror infrastructure and weaponry, since 2007 turning the Gaza Strip into a terror fortress.

The IDF estimates that the terror organization comprised approximately 30,000 fighters before Oct. 7, some 7,000 of whom have since been killed during the war.

Hamas’s military arsenal included some 15,000 rockets, including long-range missiles, drones and a wide range of bombs and mortars.

Hamas relies on its network of tunnels, some of which lead beyond Gaza into Israel, to move underneath the Gaza Strip, undetected, assemble and store weapons and supplies including parts of its large arsenal of rockets and launch platforms.

Ending Hamas

Israel has vowed to destroy the terrorist group as a political and military entity in Gaza following its invasion of southern Israel on Oct. 7 and massacre of 1,200 people.

Israel has also declared that it will target the organization’s leadership, including those living safely abroad.

As part of its effort to isolate and destroy Hamas, Israel significantly restricted the amount of aid allowed into the Strip, and withheld $100 million that the P.A. had earmarked Gaza.

However, according to Amidror, the protection and perks afforded to Hamas leaders will continue unless Israel puts its foot down.

“Once they are killed, they won’t be able to travel anymore,” said Amidror.

Indeed, Netanyahu has vowed to target the heads of Hamas “wherever they are,” and Israeli Defense Minister Yoav Gallant said “they are living on borrowed time.”

According to the INSS’s Guzansky, these statements were made for psychological effect, and the targeting of Hamas terrorists abroad will not happen immediately.

“One of the reasons that I think Netanyahu and Gallant said it out loud, publicly, is that they want them [Hamas leadership] to feel chased,” explained Guzansky. “They want them to feel fear. It’s psychological warfare. They are letting them know that Israel is coming from them,” he added.

There are 3,194 billionaires worldwide. Some on the list are well known, such as Elon Musk (Tesla), Jeff Bezos (Amazon), and Mark Zuckerburg (Facebook/Meta)

But some names on the list arouse puzzlement, disgust, and fury, such as Musa Abu Marzouk ($2.3 billion) and Khaled Mashaal ($2.6 billion).

Marzouk, senior Hamas leader, was named by the US Treasury as “Specially Designated Terrorist.” In 1995, he was arrested on charges of supporting terrorism and spent two years in a US prison. In 2001, in the aftermath of 9/11, it was found that he had transferred funds to some of the 21 Al-Qaeda operatives who carried out the murderous attacks.

Mashaal is a former head of Hamas. In December 2012, after Israel’s Pillar of Defense operation in Gaza, Mashaal addressed tens of thousands on Hamas’s 25th anniversary in Gaza City’s Katiba Square, near today’s Shifa Hospital. He vowed “Palestine from the river to the sea, from the north to the south,” a genocidal slogan embraced by supporters of Hamas at US colleges.

Mashaal has huge investments in Egyptian and Persian Gulf banks, along with real estate holdings.

Ismail Haniyeh, the current head of Hamas’s political bureau, now living in luxury in Qatar, is said to be worth a whopping $4 billion. In the past, he has been booted out of both Jordan and Syria.

How did they get their money? And how is it that under our noses, Hamas has an octopus-like financial empire that funds its terrorism – a network alive and well even today? How come Hamas has fabulous financial wealth, despite being legally defined as a terrorist organization by the US and the European Union, which together manage the major global financial markets and supposedly sanction terrorist groups?

Col. (res.) Moshe Elad was for a time a colleague of mine at the Neaman Institute. In the IDF, he served for 30 years in administrative roles in the West Bank and has for years researched Arab terrorist finances. In 2014, he explained to journalist Ela Levy-Weinrib in the business daily Globes that founders and leaders of Hamas were refugees or descendants of refugees. “They had no money at all. …The organization was nurtured by the Israeli military government, which fostered the Islamic associations working in the Gaza Strip as a counterweight to the PLO.”

So, how did they amass their incredible wealth? “From two directions. Legacies from the deceased. Money from charity funds,” Elad said. “Fundraisers began operating in the US to collect money for Hamas. Here, the Hamas leaders began to get their hands on really big money.”

Abu Marzouk was one of the big fundraisers, Elad noted. “He’s an amazing financier.”

Globes reported that a decade earlier, one of the leading Arab newspapers in the Mideast, Al-Awsat, observed that there are at least 600 millionaires in the Gaza Strip. Many of their villas were flattened by the IDF in the current Swords of Iron operation.

Elad explained that senior Hamas leaders charge a heavy 25% tax plus $2,000 on disassembled vehicles “imported” through smuggling tunnels from Egypt. Hamas taxes Gaza merchants on everything traded. Hamas seized Gaza land in prime areas, near the sea and near what were the Israeli settlements of Gush Katif.

“They were the cat guarding the cream,” Elad said. He described how Hamas invented names of fictitious workers abroad, whose wages went directly to Hamas from employers, knowingly.

“Shortly after [Hamas] got power [in June 2007], they took control of fuel, communications, and any other profitable sector … There are get-rich-quick schemes and corruption in Western society, too, but there, it’s done sophisticatedly with envelopes of money and complex structures of bribery…Among the Palestinians, they tell you straight out, ‘I want to get rich.’”

Sprawling financial empire

Perhaps the most detailed account of Hamas billions is found in the business daily The Economist’s November 30 report. “Hamas controls a sprawling financial empire that could bring in around $1 billion a year,” it states.

The lion’s share of Hamas’s money, $500 million yearly, comes from its investments. “Turkey’s banking system helps Hamas dodge American sanctions…a booming, lightly regulated crypto market makes things even easier. Many of Turkey’s biggest banks have been accused by Israel and America of knowingly storing Hamas’s cash.”

Israel and the US have tried to shut down the flow of money to Hamas. Has it worked?

“Hamas seems financially bulletproof,” The Economist notes. “Israel has managed to inflict little harm on either its income or its savings. Turkey’s banks have been uncooperative. …Hamas hides its companies well. ‘Every time you think you’ve got a big fish, it changes its name,’ despairs one ex-Treasury official.

“In fact, the risk is that Hamas’s finances will improve. As Israel steps up its operations in Gaza, countries with pro-Palestinian populations may make life even easier for Hamas’s bankers. …Some civil servants in [Turkish President] Erdogan’s economic ministry are coordinating with Hamas’s finance office.

“For Israel, the prospect of Hamas growing richer despite the war would be a bitter failure. With its wealth and financial roots intact, Hamas – or a similar organization – might re-emerge and flourish anew from the destruction. While Gazans have been plunged into tragedy, Hamas’s money is safely ensconced elsewhere – and its financiers can eat lobster as they gaze across the Bosporus.”

Not a dime has gone to Gaza!

The German newspaper Die Welt reported recently on documents detailing Hamas wealth. As reported by the UK Jewish News, “Its secret terror portfolio includes between 30 to 40 companies operating mainly in the construction and real estate sectors…located in Turkey, Qatar, Algeria, United Arab Emirates, and Sudan.”

A financial investigator noted to Die Welt, “This is the golden safety net for the Hamas leadership and their families… Not a dime of it has gone to Gaza.”

Die Welt found that “the Hamas leadership has dozens of accounts in Turkish banks…Correspondent banks in Munich and Frankfurt [Deutsche Bank, Citibank Europe] make transfers to Europe for the Turkish branches.”

The financial wizard behind Hamas billions is Zaher Ali Moussa Jabarin, one of the more than 1,000 terrorists exchanged for Gilad Schalit in 2011 (among them, Hamas leader Yahya Sinwar). Jabarin lives in Turkey, has a Qatari passport, and serves as Hamas’s liaison to Iran. Jabarin reports to Salesh al-Arouri, the deputy head of Hamas’s political bureau, who now lives in Lebanon. Al-Arouri said recently that Hamas’s war against Israel “hasn’t even really begun.”

Find and fight the money?

Writing in the Israeli daily Haaretz, David Rosenberg reports that “a new task force, comprising the US and eleven other countries, has been established…Its stated job is to ‘enhance financial intelligence on terrorist-financing related matters, discuss best practices, lessons learned and opportunities for additional actions… It is a critical front in the war against Hamas and its peers.”

What are the odds that the flow of Hamas’s billions from abroad can be halted or curtailed? Probably rather low.

“There are enough friends of Hamas, such as Turkish President Erdogan, with the means to undermine the crackdown effort. Turkish officials have given Hamas free rein, if not actual support,” Rosenberg says. “New domiciles, like Russia, friendly toward Hamas, may emerge. Not to mention the mountains of cash that oil-rich Arab countries have, and Iran.” Rosenberg believes that some host countries like Qatar and UAE “may now be having second thoughts about playing home to Hamas businesses.” That remains to be seen.

How Hamas sold Israel short

This recent Haaretz headline by Ido Baum left me stunned: “Did Hamas make millions betting against Israeli shares before October 7 massacre?”

You could not make this up.

According to a scholarly research paper by Robert Jackson (NYU) and Joshua Mitts (Columbia University), published on December 4, “We document a significant spike in short selling in the principal Israeli-company exchange traded fund days before the October 7 Hamas attack.”

Short selling means you borrow shares and sell them at a high price, then buy them back at a low price and repay the loan when their price falls. If you know in advance that the share price will fall, there is no risk involved. Jackson is a former commissioner of the US Securities and Exchange Commission. Mitts is an expert on short selling and is familiar with the Israeli market.

It appears that traders who were fed advance information by Hamas sold Israeli shares short, anticipating they would drop precipitously; when they did, they bought back the shares and profited the difference. Many millions. IDF Intelligence was unaware of what financial traders knew. It boggles the mind.

Moreover, Hamas has apparently done this before – sold Israeli shares short, just before a bout of rocket firings and ensuing combat. Jackson and Mitts found that “We identify increases in short selling before the [October 7] attack in dozens of Israeli companies traded in Tel Aviv. For one Israeli company, 4.43 million new shares sold short over the September 14 to October 5 period yielded profits of nearly $900 million on that additional short selling for one out of hundreds of securities traded on the Tel Aviv Stock Exchange… We do identify a sharp and unusual increase, just before the attacks, in trading in risky short-dated options on these companies expiring just after the attacks. We identify similar patterns in the Israeli Exchange Traded Funds at times when it was reported that Hamas was planning to execute a similar attack in October. Our findings suggest that traders informed about the coming attacks profited from these tragic events.”

In Haaretz, Baum noted that “Jackson and Mitts do not claim that the information originated in Hamas. But the information they collated suggests as much. Hamas had planned the attack for months, and its leader Yahya Sinwar seems to have planned not just the tactical aspect but logistical and financial aspects as well.” We were asleep.

On December 5, President Isaac Herzog received the diplomatic credentials of incoming US Ambassador to Israel, Jacob J. Lew. He is a former US secretary of the Treasury and expert on the sanctioning of terrorist organizations.

“I was raised with a deep appreciation of the importance of Israel, and I worked during my career in government to deepen the US-Israel relationship to meet critical immediate security needs,” he said.

I hope and trust that Lew will provide valuable wisdom and experience to Israel in slashing the Hamas lifeline of blood-soaked money. ■

Contributions from Iran to the terror organization are estimated at $250 million each year since 2014.

Hamas has since its inception in 1987 received significant support, including weapons and training from Tehran.

At first, Hamas tried to preserve relative independence but following the death of Sheikh Ahmed Yassin in May 2004, Khaled Mashaal sought to increase funding from Islamic Republic significantly 

Iran’s financial and military support to Hamas has continued to grow steadily over time, especially after the terror organization took control of Gaza in 2007. 

Hamas ran into a disagreement with Iran over the former’s opposition to Syrian President Bashar al-Assad during the civil war.

However, Iranian funding for Hamas never completely stopped. By early 2014, relations between Hamas and Iran started to get back on track.

It is largely believed that Iran’s terrorist programs, and its dedicated effort to arm and finance Hamas, enabled Hamas to launch its Oct. 7 assault on southern Israel which killed 1,200 people. 

Charity

Hamas also collects hundreds of millions of dollars from various aid groups and its web of so-called charitable organizations.

From 2014-2020, U.N. agencies spent nearly $4.5 billion in Gaza. More than 80% of that funding is channeled through the U.N. agency for Palestinian refugees, who make up three-fourths of the enclave’s population.

In November, Berlin took steps towards prohibiting any Hamas activity on German soil, including banning charities with links to Hamas, such as the Samidoun Palestinian Prisoner Solidarity Network.

Later that month, an investigation by Focus on Western Islamism (FWI), an organization that works to expose Islamist extremism and finances, revealed that over $260 million were raised by Hamas-aligned charities in the United States.

Qatar

Since 2018, Qatar has also been transferring tens of millions of dollars in cash monthly to Hamas, at one point reaching nearly $400 million per year.

“It was the Israeli government’s policy to allow Qatar to send funds to the Gaza Strip,” explained Brandon Friedman, a senior research fellow at Tel Aviv University’s Moshe Dayan Center for Middle Eastern and African Studies. “The thinking was that it would buy quiet.”

For Qatar, “Maintaining…longstanding ties to terror organizations is part of the country’s grand strategy,” said Friedman.

Over the years, Qatar has hosted members of Al-Qaeda, Islamic State and the Taliban, having mediated the U.S. withdrawal from Afghanistan.

“Giving terror groups a safe haven is a form of security for Qatar. It insulates the royal family. In the past, terror groups targeted ruling families in the Gulf countries, but never in Qatar,” added Friedman.

Doha also spreads Hamas propaganda through its state-run Al Jazeera network.

Qatar’s ties to Hamas made the country a key mediator in the negotiations that led to a ceasefire deal between Israel and the Palestinian terror group, making Doha a valuable player in the international community.

However, voices have started calling on Washington to reassess its relationship with Doha.

 Last month, congressman Andy Ogles (R-Tenn.) introduced the Trust But Verify Act, which would  temporarily suspend the state of Qatar’s status as a Major Non-NATO Ally until such time Doha renounces support for terror groups, including Hamas.

Such a reassessment could include moving the U.S. Air Force from Doha to Bahrain, where the U.S. Navy’s Fifth Fleet is currently hosted 

The largest U.S. military base in the Middle East, Qatar’s Al Udeid Air Base hosts 11,000 U.S. military personnel.

It could also lead to the freezing of assets of Hamas’s enablers.

“Hamas misused Qatari hospitality to celebrate the murder of more than 1,200 Israelis,” said the JCPA’s Kuperwasser.

“You can’t be on the one hand a major non-NATO ally of the United States, and at the same time provide excellent living conditions to the leadership of a terror organization responsible for the most horrific, barbaric attack of all time,” he added. 

According to Yoel Guzansky, a senior fellow at the Tel Aviv-based Institute for National Security Studies, Doha could be persuaded to change tack.

However, he added, “If Qatar expels Hamas leaders, they will do it gently, quietly and not necessarily right now, in order to save face.”

Turkey

Turkey’s ties to Hamas, on the other hand, stem from a concerted policy implemented by longtime President Recep Tayyip Erdogan.

“Hamas is not a terrorist organization, it is a liberation group, ‘mujahideen’ waging a battle to protect its lands and people,” Erdogan told lawmakers from his ruling AK Party during a parliament speech on Oct. 25 

Around the same time, Ankara vehemently denied rumors of having asked Hamas leaders to leave the country. In fact, Erdogan’s government reportedly provided them with Turkish passports.

Earlier this year, Israel seized 16 tons of explosive materials originating in Turkey and bound for Gaza.

“It is very unlikely that Turkey would ever expel Hamas. U.S. pressure might even be counterproductive in this scenario,” TAU’s Friedman said.

Hamas’s military capabilities

 What doesn’t go to subsidizing its leadership’s lavish lifestyles, Hamas spends on terror infrastructure and weaponry, since 2007 turning the Gaza Strip into a terror fortress.

The IDF estimates that the terror organization comprised approximately 30,000 fighters before Oct. 7, some 7,000 of whom have since been killed during the war.

Hamas’s military arsenal included some 15,000 rockets, including long-range missiles, drones and a wide range of bombs and mortars.

Hamas relies on its network of tunnels, some of which lead beyond Gaza into Israel, to move underneath the Gaza Strip, undetected, assemble and store weapons and supplies including parts of its large arsenal of rockets and launch platforms. 

Ending Hamas 

Israel has vowed to destroy the terrorist group as a political and military entity in Gaza following its invasion of southern Israel on Oct. 7 and massacre of 1,200 people.

Israel has also declared that it will target the organization’s leadership, including those living safely abroad.

As part of its effort to isolate and destroy Hamas, Israel significantly restricted the amount of aid allowed into the Strip, and withheld $100 million that the P.A. had earmarked Gaza.

However, according to Amidror, the protection and perks afforded to Hamas leaders will continue unless Israel puts its foot down 

“Once they are killed, they won’t be able to travel anymore,” said Amidror.

Indeed, Netanyahu has vowed to target the heads of Hamas “wherever they are,” and Israeli Defense Minister Yoav Gallant said “they are living on borrowed time.”

According to the INSS’s Guzansky, these statements were made for psychological effect, and the targeting of Hamas terrorists abroad will not happen immediately.

“One of the reasons that I think Netanyahu and Gallant said it out loud, publicly, is that they want them [Hamas leadership] to feel chased,” explained Guzansky. “They want them to feel fear. It’s psychological warfare. They are letting them know that Israel is coming from them,” he added.

While their people languish in poverty and are treated as human shields, the leaders of Hamas live billionaire lifestyles.

The terror group’s three top leaders alone are worth a staggering total of $11 billion and enjoy a life of luxury in the sanctuary of the emirate of Qatar. 

The emirate has long welcomed the leaders of the terror group and installed them in its luxury hotels and villas at the same time as it hosts a vast American military presence.

Now US Rep. Andy Ogles (R-Tenn.) is sponsoring a bill that would strip Qatar of its status as a key US ally, The Post has learned, unless it kicks out the Hamas leadership.

The terrorist group, which is responsible for the antisemitic Oct. 7 massacre of more than 1,400 innocent civilians and soldiers in southern Israel, continues to hold over 200 hostages in Gaza.

Hamas runs an office in Qatar’s capital, Doha, and leaders Ismail Haniyeh, Moussa Abu Marzuk and Khaled Mashal maintain a luxurious lifestyle.

They have been seen at its diplomatic club, photographed on private jets, and traveled widely.

The leadership would have been there for the 2022 soccer World Cup.

In contrast, most of the population of more than 2 million in the Gaza Strip, which Hamas has ruled since 2007, livein abject poverty.

Khaled Mashal

Hamas leader Khaled Mashal is a table tennis enthusiast. The billionaire lives a life of luxury in Qatar, and also in Turkey, according to reports.

Mashal is one of the $11 billion squad whose lifestyle has been much different from that of the people Hamas rules.

Haniyeh, 61, the head of Hamas’ politburo, was prime minister of all Palestinian territory following elections in 2006, although he was booted from office a year later.

He continued to rule the Gaza Strip until 2017 before ending up in Qatar.

Haniyeh, a father of 13 who presides over one of the world’s wealthiest terrorist groups, is worth more than $4 billion.

He has been photographed with his two adult sons, Maaz and Abdel Salam, living the high life in luxury hotels in Qatar and Turkey, according to a recent social media post from the Embassy of Israel in the US.

Last week, Haniyeh traveled to Iran to meet with Supreme Leader Ayatollah Ali Khamenei.

Iran is a longtime sponsor of Hamas.

Last month, the Four Seasons hotel in Doha said he was not one of its guests after calls for Bill Gates, who owns a controlling stake in the chain, to kick him out.

It did not address whether he had previously stayed there.

Among its high-end offerings are suites with sea views starting at $900 a night.

The Hamas leader’s son Maaz Haniyeh is known as “the father of real estate” in Gaza for his collection of villas and buildings.

He lives a playboy lifestyle in Turkey, and this year obtained a Turkish passport, according to Israel Today.

Haniyeh Sr. also has Turkish citizenship, according to reports.

Abu Marzuk, 72, a senior Hamas political leader who heads its “international relations office,” is estimated by the Israeli government to be worth $3 billion.

He has a master’s degree in construction management from Colorado State University and was detained in New York when US immigration authorities found his name on a terrorist watch list in 1995.

And Mashal, 67, who issued a global threat against Jews after the Oct. 7 atrocities, is worth more than $4 billion, according to the Israeli government.

The presence of the Hamas leaders in Qatar has long been justified by the emirate as part of its support for turning the terror group into “a responsible governing power,” according to a report from the Foundation for the Defense of Democracies.

The country provides Hamas with between $120 million and $480 million per year, according to the October report by the Washington, DC-based nonprofit that studies foreign policy.

“These funds benefit Hamas leaders directly through payroll and kickback schemes and indirectly through social services and government operations that help Hamas maintain political control over Gaza,” the report said.

Qatar is also home to the Al Jazeera news channel, which the report alleges “spreads antisemitism, anti-Americanism and incitement to violence throughout the Arab world.”

“Qatar is Hamas and Hamas is Qatar,” Yigal Carmon, president of the Washington, DC-based Middle East Media Research Institute, said in an interview with The Post in Israel.

But moves to force action on Hamas are ramping up in DC.

Ogles’ bill would strip Qatar of its special status in the top tier of America’s non-NATO allies alongside Israel, Taiwan, South Korea, Australia and Japan.

Ogles told The Post Tuesday, “As Hamas terrorists continue to wreak havoc on the lives of innocent Israeli civilians, the United States must ensure there is no ally supporting them. Sadly, the State of Qatar is still funding and supporting Hamas as its leadership enjoys political refuge in Doha.”

The country has had the special status since last year, but Ogles’ move would make it conditional on removing Hamas.

Along with hosting Hamas, Qatar is also one of the most important military bases for the US in the Middle East.

It is home to US Central Command’s forward base in the Middle East at the giant Al Udeid air base, which itself is vital to Air Force operations in the Gulf.

Qatar is not the only source of Hamas’ cash. The group also took in nearly $400 million in the last two years from the UN, which does not recognize Hamas as a terrorist organization.

The United Nations Relief and Works Agency provided Hamas with $380 million since 2021, according to the FDD.

Much of that cash came from the Biden administration, which has provided $1 billion to the UNRWA since 2021.
